A 3.2 certificate includes everything in 3.1 plus verification by an independent third-party inspector who witnesses the testing and co-signs the certificate. Common agencies include SGS, Bureau Veritas, TUV, DNV. 3.2 is mandatory for aerospace, nuclear, North Sea NORSOK projects. It adds $500-1500 and 3-7 days lead time.
